Summary

Trying to get a whole bunch of dependency updates into the next v4 release.

Requirements (place an x in each [ ])

unaffected. p-queue is intentially not updated to v3 because it
doesn't contain any desired features and becomes very large.
the only development dep that couldn't be updated because of node
version support was lint-staged v8
