This updates the RELEASING guide. Most notable changes:

  • Instead of creating a new branch and PR right after releasing, it can be done as the first steps when starting the process of the next release. That way you don't have to guess if the next release will be major, minor or a patch.
  • The guide is now divided into 4 parts to make the πŸ“ ping-pong between primer/css and github/github more clear.
