We never contact our developers, maybe we should let them know what we're up to!

Describe the solution you'd like
Add all UCL API users to Mailchimp.

Additional context(optional)
We should email all developers when new APIs are added! We'll need to consider GDPR first though!

Sent out a newsletter today to users who created an app in the last 2 years or who had users create an oauth token in the last 2 years.

I got the emails with a manual SQL query. If we automate this, we should probably take into account the age of accounts.
