fix(eslint-plugin): [no-unnecessary-cond] fix naked type param

Discovered that conditions involving a naked type param were being incorrectly considered "unnecessary":

function test<T>(t: T) {
  // raised an error here
  return t ? 'yes' : 'no'
}
