Is there a way to monitor total downloads/pulls/clones per account?
Would it be useful?

Thanks, I know about 'traffic' for a repository but I was asking for something per account, i.e. traffic for all of its repositories added together.

You could possibly look into using the GitHub API for Repository Traffic to tally up the count on your own?
