Update the bundled tslint version #5

The extension bundles tslint 5.2 which is now outdated. It should be updated to the latest version tslint version which includes a fix for the noUnusedVariable rule on Windows palantir/tslint#2819.

At the same time the bundled typescript version should be updated to 2.5.
