Issue Description

When using the next version of babel-eslint, namely 11.0.0-beta.0, it seems really hard to make it find the babel config file with atom-eslint.
While the ESLint cli alone is working fine.

Parsing error: No Babel config file detected for /home/[...]/libs/ui/src/Foo/Foo.js. Either disable config file checking with requireConfigFile: false, or configure Babel so that it can find the config files. (Fatal)

Tried the new config options but no result:

Parsing error: Cannot find module './.babelrc' from '/home/[...]/libs' (Fatal)

Where '/home/[...]/libs' is one level higher than the actual project root...
